Both iAnnotate and GoodReader support proper PDF annotations. This means t appear as real annotations (with pop-up notes) when opened in other viewers like Nitro Reader, Nitro Pro and Add Notes To Pdf.online Reader, and can be replied to, etc. (If your viewer allows it). Annotate PDF: All You Need to Know

Now there are several ways to attach text feedback to PDF pages: In-page annotation with the built-in browser. Using Tourist (and other cloud services). Using other services that support the native PDF page formatting. Tourist has support for attachments (see the image below). But my big issue with the latter is that while they have support for a couple of different PDF pages, attachments are only supported for pages created under iCloud — which means everything saved under “my photos” at home as opposed to “new photo” at work. That could obviously be changed to support PDF pages from other locations. Tourist is great and all, but it's a bit limited to me and requires a third-party plugin to make it functional.
